The English version loses that Rugal hopes to fight Kim and pals again, thus losing the implication that they won last time. In general, KoF95 tries to make it sound like the team you're playing won the last time too, which is usually lost in English.
The English version also loses Rugal calling Kim a "justice kid (punk/boy/stripling)" and Chang+Choi his servants/lackeys/henchmen. "Group of freedom fighters" sounds more like they're all in it together, which is not the case.
This loses a screen in English.

Like Kishi, I couldn't think of anything better than "buddy boy" for Choi's -deyansu. So that's what I'm going with.
Chang's first line is punched up a little. Pretty rude to your buddy, bro!
Rugal's first line is not quite right in tone, but it is funny. In general, Rugal's lines to the PCs on waking up are similar to the same in Japanese, but unique in English. That's the SNK touch!
Choi uses のだんな/no danna after people's names in Japanese. It's not completely standard, but seems to be a kind of informal way of showing respect. But it felt weird to have him call Rugal "my man", so I just went with "Mister".
Chang also uses no danna when speaking to Rugal in his line. but he doesn't address enough people by name for me to be sure if he does it for everyone. Also in Japanese he trails off before the verb, which I tried to get across in English. The official translation just completes the sentence.
Rugal's line is his usual one here in Japanese. But in English, it doesn't match any of the lines so far. It looks like they were all translated/edited separately. The English does make it clear that Kim has thwarted evil before, but not that it was Rugal specifically.
Kim comes back by saying he'll rehabilitate Rugal, which is completely dropped in English. The official translation does have the return of "garlic breath", last seen in Real Bout Fatal Fury...and against Kim, amusingly enough.
Rugal's next English line is cut down considerably, and loses the whole sarcastic jab at Kim's teachings. It also specifically has Rugal call Saishu his flunky, which isn't in Japanese.
Saishu's line is a match for the Fatal Fury team's. Which is interesting, because in Japanese it's the same as the Ikari team and Psycho Soldier team's, but not in English. Weird!
I've mostly been leaving out Chang and Choi's interjections, because they're short, have a lot of leeway for translating, and aren't all that interesting. But man, Chang's line is really extended here.
Kim's line is heavily cut down. Dang.
Rugal's line is the same as usual in Japanese, but once again completely unique in English. I kind of like "mythic fists of fury" here. We're getting a real good look at how many ways you can say "legendary strength" in English.
Chang and Choi's final line is a bit more comedic than "hold on there!" would suggest, but it gets the idea across.
This only loses three screens in English, probably because so many screens are Chang and Choi making quick interjections. The losses are one from Kim declaring he'll rehabilitate Rugal, one from Rugal replying, and one from Saisyu as usual.

Rugal's line is a match for the Psycho Soldier team's line in Japanese, which makes sense because Kim and Athena are both fighting for justice. But in English, it's a match for the Art of Fighting team's line. Okay...?

English drops Kim talking about a "shadow", same as usual. This does make it sound more like he's confused at Rugal exploding than being concerned about the skull.
Choi second line had me going over it again and again, but I'm pretty sure I'm right. It fits in with the rest of the scene better than the English version. So yes, big big difference here: Choi is softening on Kim in Japanese, where he just jumps straight to trying to leave with Chang in English. That's quite a thing to change, and it must have been on purpose because the entire rest of the scene is rewritten to match.
Chang agrees with Choi in both languages, but what he's agreeing with changes. In Japanese he feels like they're finally starting to get along with Kim, in English he thinks Kim is boring.
The next few lines are all basically the same, maybe losing a bit of flavor in English. Kim specifically loses that they're going to be doing special training for the next King of Fighters, instead of regular training. The idea is that they're going all out with the harsh stuff from the beginning, with no break.
Chang and Choi are shocked by this in Japanese, but they seem much more resigned in English. Both of these fit in with the previous lines, suggesting the scene was edited for consistency in English.
Choi very specifically says he's taking back his words in Japanese. In English he's angry Kim is training them hard again.
Then Chang regrets his softening towards Kim and sets up the next line in Japanese. It's a generic line in English.
Finally the languages match back up again when Chang and Choi run away.
Kim is surprised in Japanese, but less so in English.
Choi's final line is the same in both languages.
Whew! One big difference, and it changes the entire scene. What's up with that, SNK?
This only loses four screens in English: the standard two lines from Rugal exploding, a screen from Chang saying they're finally getting along with Kim, and a screen from Kim talking about training. It's probably because this scene is a lot of back and forth conversation, much like the pre-Saisyu scene. There's just not as much to cut down.

The English lines don't lose that, they just goof up the relatively straight-faced Japanese lines. Most of the obviously goofy bits are completely made up and show the editor's by now familiar sense of humour.
I'm not sure what I'm supposed to get from Kim calling someone else "kimchee breath".

I like him complimenting the Rival Team's fashion sense. I can only assume he was talking to Iori and no one else. (sorry, Billy, but put a shirt on)

First line is astonishingly straight. I don't even think "insect" is all that out of place, Chang's a rude one.
In the second line he's specific that he has "a million horsepower" in Japanese, which is changed to "1,000 linemen" in English. I guess each lineman has a thousand horsepower? There's also a slight nuance change where in Japanese he's saying he won't take it easy on anyone who opposes him, but in English he's warning people not to upset him. Since you can upset someone without opposing them, the English is technically more broad.
Then the third line adds in a bit about speed that's not there in Japanese at all. It's probably the most changed of the three lines, but not in a way you'd notice in the arcade.

The first line is a bit punched up, but in a way I like.
The second kind of misses the joke and adds a bit about Choi being greedy. Though there is a bit of a similar feeling to Kim's lines with "No one beats me", which I like.
I'm not entirely sure how to phrase the third line and I guess SNK wasn't either. The English line is pretty good, even though it sounds like Choi is warning himself.

Lot of people talking about how the Fatal Fury team is famous and beating them will make the character famous. I think that's cute.
I totally missed the "Bounge the Ripper" joke, but it's good.
It did feel kind of weird to have Choi call the Women's Team "buddy boys" but, well...what else was there to do.
It's cute how both Chang and Choi try to recruit the Rival Team.
