Though Wong was born as the son of the president of a major Hong Kong trading firm, his mother's affair caused his relatives to torment him through his childhood. But between his natural intelligence and psychic powers, he forced his relatives to resign and took over the company before any of them realised what was going on.
However, his twisted ambition could not be satisfied by that alone.
To grasp the entire world is his ultimate objective. And so, when he first heard Keith's telepathic broadcast, he thought: "it would be a waste not to use this". NOA quickly became part of his conspiracy.

Gamest extended script
T/N: Wong drops a Chinese proverb/idiom after every battle. They show up fairly often in the English games, but it is Every. Single. Time. in Japanese. I'm going to handle these as best I can, but I'll put the original in notes at the end.
episode 1
The anti-psychiccer cyborg, Gates. The NOA psychiccer, Wong. Their battle was on the verge of beginning.
Gates: NOA member HRC7062 confirmed...proceeding to eliminate.
Gates booted up all his weapon systems in preparation for battle, while Wong looked at him like a kid who'd just been given a new toy.
Wong: Oh, is this the army's latest weapon? In that case, I will kindly test you and offer my feedback.
The entire area was saturated with the smell of smoke and gunpowder after the battle. Gates' armor had been scattered all around; Wong idly picked up a piece and spun it around on his fingertip.
Wong: A sheep in wolf's clothing*...how disappointing. You're less than a toy.
*T/N: 羊質虎皮, meaning "a sheep in a tiger's skin".
episode 2
Wong was on the trail of Emilio, a boy who had run away from NOA. Now, an incredible psychic power was pouring out of his body, so much that the pressure stopped Wong in his tracks.
Emilio: Trying to rule over people like you do...it's just not right.
Wong: Oh no, you have it all wrong. What I rule is not "people", but "time".
Wong stood in front of Emilio while wearing a small, quiet smile, and walked towards him like he didn't feel the incredible pressure at all.
Wong lectured to Emilio's body, lying cold and still on the ground.
Wong: Time controls people and moves the world. How arrogant* to think you could preach to me like that.
*T/N: 唯我独尊, meaning self-conceit, vainglory. And technically Wong just says "what conceit" here, but you need to be a little more specific in English.
episode 3
Standing at the top of a mountain, Wong watched the clouds float gently by. Other than the sound of the wind and the trees, all was silence.
Suddenly, that silence was broken by a voice from behind him.
Wendy: Wong!
Wendy, as part of trying to find her missing sister, had chased after Wong and finally found him. But Wong didn't turn around for her. He didn't even glance away from watching the clouds.
Wendy: Hey, you! Give me my sister Chris back!
Wong leisurely turned to look behind him. He sounded irritated by the interruption.
Wong: Sister...? Oh, I'm terribly sorry, but she's dead. There was an unfortunate accident.
Wendy: !!
Wind began to swirl around Wendy with a sharp rustling sound. The flames of anger burned in her eyes.
Wendy: You...you'll pay for this... I'll get you, for my sister!
Wong returned to watching the clouds like nothing had happened after the battle. But he did murmur something to himself while smiling...
Wong: "We meet only to part*," they say. In the end, a person's life is like the morning fog...
*T\N: 会者定離, which...yeah, is basically what I said.
episode 4
Wong and Genma stood facing each other in the middle of a forest of gigantic trees, illuminated by the few shafts of light that could penetrate the thick canopy.
Wong had the look of someone who was just barely holding back a smile as he watched Genma, while leaning against the trunk of a massive tree.
Genma: You can seal your power, or I can destroy you. The choice is yours.
Wong: Heheh...I choose neither. You can't do either one, can you?
Wong stood up and softly began to walk toward Genma. For his part, Genma faced Wong and dropped into his fighting stance without a second thought.
Genma's kiai echoed through the forest.
Genma laid at Wong's feet, buried under his own scattered talismans. Wong brushed a talisman off his shoulder while muttering to himself...
Wong: This is all because you underestimated your opponent. That's what they call carelessly courting danger*.
*T\N: This one was a pain in the ass. What's written in the game is 子且の患, which is a simplified version of 予且之患. This is a reference to a Chinese story from around 480 BC. King Fuchai of Wu wanted to go out drinking with the people. His minister Wu Zixu stopped him and said that once upon a time, a white dragon transformed itself into a fish, which was then killed and eaten by a fisherman. If the king went out incognito, the same thing might happen to him (in the sense of getting hurt or killed by someone who didn't know who he was). The phase then metamorphosed into meaning someone bringing unforeseen problems upon themselves by acting carelessly.
I never would've gotten this without the internet.
Incidentally, it looks like the official translator didn't know what the hell to do with it either. The phrase they used was "like a child with visions of grandeur", which reads a lot like something the translator made up based on the part that's in regular Japanese and the fact that 予 looks like the character for "child".
episode 5
Wong noticed a strong psycho-power behind him and stepped lightly to the side, neatly evading a blazing fireball that brushed his side with tremendous heat. On turning around he came face-to-face with a man wrapped in more flames: Burn.
Burn: You!! You're the one who killed Emilio and Wendy! You'll pay for that!
Wong's eyes glimmered with a cold light as his psycho-power gradually began to build until little by little it overwhelmed Burn's.
Wong: Now, now, you shouldn't get so heated. I'll help you out by turning you into a cold corpse.
Wong took a handkerchief out of his pocket and began wiping off his glasses. Putting his glasses back on, he gave Burn's fallen body a disinterested look and threw the handkerchief away on top of the corpse.
Wong: To not know the limits of your own power... There's a world of difference* between us.
*T\N: 雲泥万里, meaning being poles apart or all the difference in the world.
episode 6
After destroying all of Anti-NOA, Wong hurried to NOA proper in order to execute his own plan. But he was stopped before he could get there, by Brad. Brad had no idea of Wong's plans or anything like that; instead his lust for blood had overwhelmed his mind and forced him to meet Wong in battle.
Brad: ....Wooooooong! I...I can't...hold myself back anymooooooore! Let me kill yooooooouuuuuuuuuuuu!
Wong: Oh my.... A broken clock will only lead people astray.
Wong took off for NOA without bothering to glance at Brad's body lying on the ground.
Wong: If something cannot be used*, then it is best to discard it.
*T\N: 夏炉冬扇, literally "summer fires and winter fans", but more idiomatically meaning "useless things". Except it sounds really dumb to bring up the non-idiomatic meaning in this line, because come on, just wait six months and they'll be useful again. Even in the game Wong rephrases the entire thing by directly saying "useless things" right afterwords so the yokijukugo is just showing off. Anyway, I ended up just cutting it.
episode 7
While Wong was hurrying to NOA, Sonia suddenly appeared in his way. She had felt a strong power heading towards NOA and started following it as part of her duties. She could tell it was a power hostile to NOA, and so she confidently assumed someone from Anti-NOA was behind it. That assumption lasted right up until she tracked the power to its source.
Sonia stared in bewilderment. Right in front of her was Wong, but he radiated palpable hostility towards NOA. Hostility towards NOA was hostility towards Keith, but, Wong? Really?
Wong: Yes, that's right.
Wong spoke up without warning, sounding as if he had read Sonia's heart. She was aghast, but even as she watched, Wong's lips turned up into a smile. When she saw that, Sonia lost her doubts.
Sonia: Please, stop! To kill Keith...why would you do such a thing?
Wong: I would even step on my own blood relatives in order to live.... It's only natural, after all.
Sonia: I can't believe it...were you planning this from the start? I won't let you! I will protect Keith!
Sonia stepped away from Wong, and in the space of a single breath unleashed her full power.
Wong: Hmph...now that the data has been collected, I have no more use for you. ...I'll dispose of you here.
The exhausted Sonia fell to the ground. Wong was completely uninjured.
Wong: All is the will of the universe*, and the flow of time is on my side.
*運否天賦, which means trusting to chance/trusting to Providence.
episode 8
Keith: I knew you were planning something, but that it should come to this...
At some point, Keith had appeared behind Wong.
Wong: Well, well. So Sir Keith himself has come to meet me...
Wong didn't turn around, but his desire to kill Keith was perfectly clear.
Keith: I was a fool, trying to guide someone like you along the proper path. You never had a soul to begin with.
Wong quietly began to unleash his power.
Wong: Now that I have attained my true aim...you're just in my way.
Keith was still gradually building up his power.
Keith: So you intend to fight me...do you really think winning will be that easy?
The final battle. Which one will the flow of time smile upon?
